This is the most complex kanji with a whopping 84 strokes. It is composed of three "cloud" (雲) characters on top of a triple "dragon" character (龘). Also meaning "the appearance of a dragon in flight", it has been pronounced おとど otodo, たいと taito, and だいと daito. However this fact hasn’t been substantiated so it is doubtful as to whether this could be recognized as an official kanji.
