This is the most complex kanji with a whopping 84 strokes. It is composed of three "cloud" (雲) characters on top of a triple "dragon" character (龘). Also meaning "the appearance of a dragon in flight", it has been pronounced おとど otodo, たいと taito, and だいと daito. According to this site http://learnjapanesepod.com/the-most-complex-kanji/) the kanji was invented by a playwright for a play during the Edo period. However this fact hasn’t been substantiated so it is doubtful as to whether this could be recognized as an official kanji.
